Stream alert changes
A Server-Sent Events stream of the organization's alert changes. The stream
opens with the comment : connected and sends : keep-alive every 25
seconds. Each event is one data: line holding a JSON object:

type is new_alert, alert_ack, alert_resolved (also sent when an alert
is suppressed), alert_assigned or alert_taken_over. Events are not
replayed: re-read the alert list after reconnecting.
Permission (API-key scope): oncall:alert:read.
